Does a PIN mean files are not encrypted?
No. Unlocking and file protection are separate questions. Read each developer’s documentation: several PIN-based solutions also describe encryption.
Do I have to pay to protect a few files?
Start with your file types and volume. Apple’s Hidden album is built into Photos and several vaults have a free tier. Compare file and backup limits before choosing a subscription.
